José Luis Gabriel Terra Leivas (Montevideo, 1 August 1873 - Montevideo, 15 September 1942) was a lawyer and politician of origin in Uruguay, advisor to all Uruguayan governments on diplomatic, and financial between 1900 and 1938, he spent part of his childhood and adolescence in his father's farm, studied Law at the UDELAR, specialized in , graduated in 1895, practiced as lawyer and Justice of the Peace at the end of the decade 1890, he was Professor at the Higher School of Commerce (refounded in 1935 as ) from 1901, deputy between 1903 and 1907, minister of Industry, Labor and Public Instruction between 1907 and 1911, founder in 1908 of a industrial oxygen production company today called CINOCA, member of the National Constituent Assembly of 1917, Minister of the Interior between 1919 and 1921, member of the National Administration Council between 1926 and 1929, Constitutional President between 1931 and 1933, de facto from March 1933 to May 1934, again Constitutional President until June 1938, President of the Banco de la República Oriental del Uruguay in 1938, the year in which, as a result of a cerebrovascular accident, paralytic remains for 4 years, until his death in poverty, prostrated in an armchair in the early morning of 15 September 1942.
At his funeral he received the corresponding , declared duelo, his remains were accompanied by hundreds of thousands of people, when he passed by the offices of El Día some of its editors spit on the coffin and a street fight broke out.
The location of his grave is unknown, he left no economic inheritance or political party.His name is synonymous with repudiation in Uruguay.
